OSHA crane rules

OSHA crane rules for operators, riggers and signal persons.

OSHA’s crane rules for construction (29 CFR 1926 Subpart CC) require certified operators, qualified riggers and signal persons, and training for everyone who works around cranes. Each rule is summarised below, with the course that covers it.

What the rules ask

Four sections every crane crew should know.

Operator certification

Crane operators on construction sites must be certified by an accredited testing organization, such as NCCCO, for the type of crane they run. The employer must also evaluate each operator before letting them work alone.

Operator courses

Signal person qualification

When the operator cannot see the load or the path of travel, a qualified signal person must give the signals. The signal person must know the standard signals and pass an oral or written test and a practical test.

Rigger & signal person

Qualified riggers

Workers who hook, unhook or guide a load in the fall zone must be qualified riggers in the situations the rule sets out. Assembly and disassembly work also calls for qualified riggers (1926.1404).

Crew qualification

Training

Employers must train operators, signal persons and other workers around cranes, and retrain them when needed. Training has to be in a language and vocabulary the worker understands.

Company training

This is a summary, not legal advice. Read the full standard on osha.gov, and check any state plan rules that apply where you work.

FAQ

OSHA questions.

Does OSHA require NCCCO certification?

OSHA requires construction crane operators to be certified by an accredited testing organization, or by an audited employer program. NCCCO is an accredited testing organization, and its certification is the one most employers ask for.

How long is an NCCCO certification valid?

NCCCO certifications are valid for 5 years. After that you must recertify. Miller Crane Works runs recertification written exams every Monday at our Seagoville yard.

Is signal person certification required, or only qualification?

OSHA requires signal persons to be qualified, either by a third-party qualified evaluator or by the employer’s own qualified evaluator. NCCCO Signalperson certification is a third-party way to show it. Our four-hour qualification class is built for company crews.

Do you run OSHA 10 or OSHA 30 classes?

Not at present. Tell us what your crew needs using the form on this page, and we will let you know what we can offer.
